According to the Hong Kong Information Center for Human Rights & Democracy (16 May), a Hong Kong-based fax service which reports on dissent and unrest in China, Hebei elected 62 party deputies to the 18th CPC Congress on 26 April, but the list has not yet been made public. The Organization Guidance Office of the Hebei CPC Organization Department reportedly confirmed to the HKICHRD that Zhou Yongkang was not on the list of elected deputies. Zhou's absence was unusual, according to the report, as he was a deputy of the Hebei delegation to the 17th CPC Congress, so he should be in the list of elected provincial deputies.
